Dear Colleagues,

      I am very pleased to inform you that the LHCC
has recommended CMS for general approval to the Research Board
in the first day of its closed session November 16. The written
recommendation in the minutes will be:


 "The LHCC recommends the approval of the ATLAS and CMS  projects,
  together with the plans, including milestones, leading
  to the subsystem Technical Design Reports."


 It is clearly an important step forward for CMS. I wish to thank
all of you for the impressive work achieved since the start of
CMS 5 years ago. Now our dream starts to become a reality...
Final approval by the DG is expected in January after further
discussions by the Research Board and the CERN Council in December.
