Williams Dennis Theriot, CDF Mike Tuts, D0 Meeting Purpose: To use past and present experience on large HENP detectors to better understand the contingency allocation for the US portion of the LHC detectors, US-CMS and US-ATLAS projects. Method: To review the contingency funds for past detector projects and the projected contingency for current detectors. In order to extrapolate to those needed for the US-LHC detector projects, a comparison of the relative state of the designs must be made for the various detectors (off the shelf to beyond the state of the art; highly conceptual to fully engineered). Where possible, it would be useful to separate past cost increases by category: 1. Items omitted from the initial design/cost estimate. 2. Scope change from original specifications. 3. Cost increase due to incorrect cost estimate. 4. Funding profile stretched out. 5. Schedule slip. 6. Other causes. Presentation: Each presenter for SLD, D0, CDF, CEBAF and RHIC is requested to make a 15 minute presentation. Please identify the initial approved technical, cost and schedule baselines and the final or current baselines. Identify the design status of the original baseline (e.g., advanced conceptual design) and the reasons for any changes in final or current baselines. Some of the generic reasons are identified in the above Method section. The ATLAS and CMS presentations should present the current design status and the basis for the proposed contingency plan.
