     1. HCAL geometry options were presented by M. Murbach
     2. V. Genchev presented a very detailed summary of simulation results
        for 8 different HB/HF/ECAL layouts. Dr. Genchev indicated a slight
        preference for the large endcap option with a hermetic ECAL.
     3. A. Uzunian presented a summary of recent radiation background
        calculations that indicated that MF1 would be exposed to
        increased radiation under the "Long Barrel" option.
     4. A lively discussion followed in which no consensus was reached to
        change the HCAL geometry from the "Long Barrel" option. However,
        a number of radiation calculations were requested from A. Uzunian.
     5. Dick Loveless summarized the status of the mechanical design of EMU.
        Possible tailcatcher scintillator locations were investigated.

         Overview:
    1.   The minutes for CMS week at CERN during December '95 were accepted
    2.   Freeman presented the present status of the HB design and
         test beam work
    3.   The status of the HF Project was presented by Kryshkin
    4.   Volod'ko presented an experimental study of scintillator reponse in
         magnetic fields to various cherged particle types.
    5.   Tyukov presented experimental results of the influence of dead zones
         on calorimeter resolution.
    6.   Abramov presented a study of the performance of the CMS Endcap HCAL
         in the presence of noise in ECAL

         Mechanical:
    7.   Freeman presented the status of the HCAL/Muon and HCAL/ECAL
         interface studies.

         Calibration:
    8.   Akchurin presented the status of the HB calibration system.
    9.   Kryshkin presented the status of the HF calibration system.


         Electronics/Photodetectors/Slow controls
   10.   The status of the HCAL electronics and photodetetectors
         was reported by Elias.
   11.   Status of slow controls work at CERN was presented by F. Perriolet


         Scintillator
   12.   An experimental study of Radiation damage/attenuation length
         studies of Kharkov scintillator was presented by Hagopian.
   13.   Sorokin also presented a study of Kharkov injection molded
         scintillator and tiles/fibers.
   14.   A discussion followed on the appropriateness of various scintillators
         for the HCAL megatiles.

         Simulation
   15.   Uzunian presented a summary of radiation backgrounds in HCAL
   16.   Fyziak presented the effect and sources of Radiation backgrounds
         in EMU.
   17.   Status of HB simulation work in the US was presented by Kunori

         Summary
   18.   The Status of the HCAL project was presented by Green.

  5.    HV assembly/installation issues were presented by Akchurin

  6.    R. Pintus presented the status of cable and services layout.
  7.    Extensive and heated discussion followed on the size of the
        HB/HF gap and the routing of cables, etc. through it.

   1.  Dan Green announced the results of the recent election of CMS HCAL IB
       officers (Skuja-Chair/Volodko-Deputy Chair)
   2.  A. Volodko requested that a statement on the independence of the
       regional IB's be inserted in the HCAL constitution. Skuja pointed out
       that such a statement was possible as long as it did not violate
       the spirit of the present constitution. In particular it is the
       reponsibility of the CMS HCAL IB as a whole to ensure the viability
       of HCAL design and construction. The exact wording of a possible
       statement on regional IB's will be studied.
   3.  The IB agreed that V. Kryshkin would provide a set of guidelines to the
       HCAL project manager (Green) on the scintillator choice for HF.
   4.  The HCAL IB approved the following conference talks:

  2. ECAL Cooling requirements and a preliminary design of a water
     cooling system were presented by Baillon
  3. An overview of the ECAL electronics and cable layout was presented
     by P. Denes
  4. D. Cockerill presented a series of options for a hermetic ECAL
  5. D. Green presented the physics implications of "dead" material
     and cable/service gaps. In particular the ability of CMS to
     perform effective SUSY searches requires the minimization of both.

  1. Discussions were held on the geometric location of the HCAL tailcatcher
     In particular the muon group agreed to study the size of the first RPC
     package so that space could be left for the tailcatcher scintillator.

  2. Radiation backgrounds caused by HV were discussed. To ensure good
     acceptance for the SUSY search, the HV has been extended to an eta of 5.
